INCOMPAS Files Comments on OMB's BABA Guidance

WASHINGTON, D.C. -– March 14, 2023 – INCOMPAS, the internet and competitive networks association, joined NCTA - The Internet & Television Association and ACA Connects - America's Communications Association in filing comments in response to the Office of Management and Budget's (OMB) proposed revisions to its Guidance for Grants and Agreements to implement the Build America, Buy America (BABA) provisions in the Infrastructure Investment and Jobs Act (IIJA).

“The stringent requirements imposed by this rule are well intentioned; however, they threaten to delay the Administration’s Internet for All goal," said INCOMPAS CEO Chip Pickering. "Our members are dedicated to delivering on the promise of deploying modern, fast networks but the Buy America policy must be adjusted to take into account the availability of network components. It is critical that we find a solution through the waiver process so our members can help satisfy IIJA requirements immediately and work to quickly build and deploy networks across the country to bridge the digital divide."
