Non-Discriminatory Access to Buildings, Rights-of-Way, Pole Attachments

As competitive providers deploy new infrastructure, they need to access buildings, rights-of-ways, and poles to grow their networks and reach end users.  However, competitive providers often are faced with challenges in accessing buildings where incumbent providers have already installed their networks, or conduits and poles shared by telecommunications providers and other utilities.

In order to promote competition and deployment of advanced networks, the rights of competitive providers to access buildings, rights-of-ways and poles on a nondiscriminatory basis must be enforced.
