Equitable Access to Spectrum

Since 1993, competition has played an important role in our nation’s distribution of spectrum for mobile services, including the requirement that the FCC use auctions to distribute spectrum licenses for those services.  To that end, rules that govern spectrum auctions should foster a pro-competitive wireless market once the auction is complete. By ensuring that additional spectrum can be obtained by competitive companies, there will be substantial opportunity to grow other related markets, such as backhaul and other services that support the wireless sector. Additionally, license renewal and network build-out requirements must be pro-competitive, promote innovative customer solutions, and encourage research and development.
