Lifeline

Lifeline, which is also supported by the USF, is a program that provides discounts on monthly telephone service for eligible low-income consumers. There is value for all consumers to be connected, and the program is critical to achieving Congress’ universal service goals. 

The Lifeline program and benefits must be strengthened to appropriately address the evolving communications needs of low-income consumers.  In doing so, the FCC must complete its implementation of the Lifeline reforms already adopted, make available a database to verify a prospective consumer’s eligibility for service, and finish its broadband pilot project to determine how best to meet the broadband communications needs of low-income consumers.
